The 3971 pattern from 1989 measures right at 3 3/8". Cool little splitback.

Here are 3 scarer knives of the series. The 1st two are light brown versions of 2904 1/2. The 3rd is the only one I've seen of this variety and the only one I've seen without a shield or blade etching. It unfortunately came without the black box.

I am not sure of the proper name for this on a slipjoint, however It looks as if is done with a "knurling" tool. Knurling tools come in a wide array of styles and sizes, pitches. Knurling is most often done to increase the dia. of a given shaft or to be able to have more grip, as on a metal punch for example. In this case I believe its for decorative reasons.
