You can buy oat flour or as I usually do take steel cut oats [or whole ones ] and put it through a grain mill.

I found this recipe in the Chicago Tribune, and decided to try it today for the missus and kids on Mother's day. It wasn't too hard to prepare, nor were the ingredients difficult to find. Everybody loved them, and they were very hearty and filling. I of course modified the recipe for my tastes, and will include my change in parentheses.
1&1/3 cups rolled oats (I used 1&1/2 cups... just because)
1 cup flour
2 teaspoons sugar
1 teaspoon salt
1&1/2 teaspoons baking powder
1 teaspoon baking soda
1/4 teaspoon cinnamon (here, I used at least 1/2 teaspoon. maybe more)
2 eggs, lightly beaten
2 cups buttermilk = 1 pint
1.) Grind the oats in a blender ( I used my coffee bean grinder, after I washed it out. It worked very well.) until they are as fine as flour. Combine the oats, flour, sugar, baking powder, baking soda and cinnamon in a large bowl. In a separate bowl, mix together the lightly beaten eggs and buttermilk.
2.) Stir the buttermilk mixture into the flour mixture in a few quick strokes. All of the dry ingredients should be moistened, but don't worry if there are a few small lumps. Don't overmix. (Not sure why they included this part... I don't like lumps in my batter, so I probably overmixed in their estimation...)
3.) Cook 'em up as you would normal pancakes. Makes 16-18 pancakes by their estimation, made about 10-11 by my experience.
