I'm guessing he is referring to a Mercharness type setup, which basically is a figure-8 paracord shoulder rig.

Shadowblade is right on the money most people like them in a neck carry config and then they just throw an arm through and it hangs under your armpit inverted. Bikers like this set up under their vests!
