I had a WWII Queen City combat knife that I sold to a forum member. It was of excellent quality. Quite a bit about Queen City Cutlery can be learned in the book, " American Guide to Razors and Knives, Identification and Value Guide 7th Edition" by Jim Sargent.They used 27 different tang stamps from 1890 to present. The first three used were Schatt and Morgan stamps. The #31 is described as a large congress with winter bottom bone and having the QUEEN STEEL stamp and no etching. The QUEEN STEEL
