I heard about this on an afternoon talk show. The question raised was why they are ordering hollow point ammo. Someone mentioned the Hague convention and NATO.
That doesn't apply here. These bullets are to be used against US citizens. My guess is that Social Security and other agencies expect an uprising when they run out of money.
