Essentially just what sites you want to include in the ring. Webrings are basically loose organisations of sites with some common theme - the idea is that the sites sort of 'share links' by having a 'navigation bar' at the bottom of the a page of each of the sites in the ring which links to the other sites.

So a RingMaster approves or declines sites for inclusion in the webring, decides what order the sites appear in the list - lots of pretty prosaic stuff like that. If one is really ambitious one can resign the HTMl code for the nav. bar, but Webrings.org (or .com, I can't remember) has a default HTML code which people can just paste into the code at the bottom of their pages.
