Gunner,
In all honesty, the best way to find exactly what you want is to do a little legwork and help yourself. When I look for a knifemaker to make one of my designs, I typically want to find a maker who is very flexible, who doesn't have a long waiting list, and whose prices are low but whose quality is very high. That almost always means I want to find a newer maker who hasn't built a big name for himself.
The very best way to do that is to go to a knife show. Walk around examining knives and prices, and you'll pretty quickly be able to spot the newer makers. Best part is, you'll be able to handle their knives to assure yourself that the quality is high.
Next best strategy is to go to a place with a lot of knifemaker links (like IKD, say), and go through web pages one by one. You'll find a lot of guys whose knives look pretty good and who have very low prices for the quality.
