carry of an open folder = fixed?

AFAIK in my area carrying anything other than a pocketknife is a weapon and thus illegal... Is it illegal to carry an otherwise legal folder open and locked in a sheath? In other words carry a folder as a fixed. I searched several phrases such as carry open folder, folder as fixed, folder in sheath, etc. no dice.
 
I believe that in California (I know you're in Florida but I only know about California) the blade has to be closed to be carried.

From California Law 1020(24)

"As used in this section, a "dirk" or "dagger" means a knife or other instrument with or without a handguard that is capable of ready use as a stabbing weapon that may inflict great bodily injury or death. A nonlocking folding knife, a folding knife that is not prohibited by Section 653k, or a pocketknife is capable of ready use as a stabbing weapon that may inflict great bodily injury or death only if the blade of the knife is exposed and locked into position."

So, the knife has to be closed to be carried under the auspices of a folding knife.
