CS Frontier hawk question

I have a CS Frontier hawk that i can't seem to get the head to stay on securely. It's been this way since I bought it, and I've tried sanding the shaft for a better fit & small shims at the bottom of the head. I'm not really worried about being able to replace the shaft if it breaks as I'm not throwing the hawk.
Any helpful ideas would appreciated.

The head eye should have a taper, if it doesn't it is near impossible to get it to lock securely even with a well fitted handle. You might have to file the inside of the eye to make a taper. You could always just glue the head onto the handle with a decent epoxy.

Thanks Cliff, I don't believe it does have a taper, or at least not much of one. I think I'll take your advice & epoxy, with shims.
