foreigners in NY

Ok I have another question about NY knife laws.

It says in the NY state law that
A person is guilty of criminal possession of a weapon in the fourth degree when: He possesses any dangerous or deadly weapon and is not a citizen of the United States...

Ok what does that mean? Is it up to the police officer to make up the exact definition on the spot? Being a foreign citizen, I'm a bit concerned about this, since I'm sure there's always a chance of running into an officer who believes a 2.9" BM 705 is a deadly weapon - I'm not even talking about a miniSOCOM for example. But these are not weapons! They are tools for God's sake! :rolleyes: How would the police define a "dangerous weapon"?
