I found this in York UK about 12 years ago and have never identified it. Can anyone advise?

having trouble including the picture....can you tell I don't know what I'm doing?!

I have other pictures too if anyone's interested.
There are a coat of arms and fleur de lys symbols.
The folks at at AxeForums.com think it might be medieval 'revival' casting from the 1800's....any thoughts on this?
