Dear Mr. Martino:
Thank you for contacting me to express your concerns
about the current situation in Nepal. I appreciate hearing from you.
As you know, Nepal is currently battling at the front line of
terrorism. Leaders of the underground Communist Party of Nepal
(Maoist) have been fighting a "People's War" over the past five
years, inciting violence in 35 of Nepal's 75 districts. More than
2,900 people, including civilians, guerrillas, and security
personnel, have been killed in the 5-year insurgency which has
been waged through torture, killings, and bombings targeting
police and public officials.
The U.S. war on terrorism has given new impetus to U.S.
aid to Asia. In addition to working to alleviate poverty,
encouraging democratic social and political forces, fostering
economic growth and stability, and cultivating bilateral relations in
Asia, the United States has redoubled its efforts in fighting
terrorism in this part of the region. For this reason, the Emergency
Supplemental Appropriations (P.L. 107-38) allocates $40 million
to help Nepalese troups combat terrorism in their country, as well
as supporting education, government, and infrastructure activities.
Working to strengthen the capacity of the Nepalese
government is the first step in combating militant groups such as
the Maoists. Please rest assured that I will continue to monitor the
situation in Nepal with your concerns in mind.
