Help With Blade Blemish

I have 2 blades that have a milky/cloudy streak, usually near the spine. Both blades are hollow ground. Sometimes I've noticed this near the riccasso on other knives but usually I find it's near the spine. Anyone know what causes this and if it can be removed? Someone once told me they thought it was where a polishing wheel slipped.
 
Have you put anything on to treat the blades? The reason I ask is that I have had marine grade Tuf Cloth give the appearance you describe. Also with Renaissance wax if it is not completely removed quickly. It has never bothered me,since I figure I am just getting extra protection. But it could be a cause. I would try stripping all surface chemicals off to see if that make a diff. Try Break free or other cleaners. Hope this helps.

I have used Flitz and it made absolutely no difference, except for shinning up unaffected areas :)
