Mammoth outer bark is more expensive because it is more in demand,as each individual piece is unique,as having been exposed to weather and different minerials in the soil,most knifemakers use it for this reason,the interior is not as attractive,so it costs less..
I showed a lady at work my folder with Mammoth Ivory and she is going for her Master's Degree no less! and she exclaimed, Mammoth Ivory? I said yes, from the Mastodon, she said, but aren't they on the Endangered Species List? I had to hold back from laughing out loud...I said well, not for about 65 million years or so!
