Molle backing & belt loop

Question... my searches are coming up empty handed.

Does the Molle backing have a belt loop? Looking at the pictures I can't tell, kind of looks like does. It's the top middle picture on the instruction sheet

I want it to ride a little lower than the cord or boot clip offers.

This is how to thread a MOLLE strap but is shows the flap that can be used to thread a belt through.

There can be one, you have to skip the first loop.. I think the pictures will explain better

Don't use the MOLLE strap as the belt loop. Use the flap of material at the top that velcros down.

By the power of my towering intellect, I managed to figure out (guess) the use of the belt loop, but...why does it have velcro?

To keep it from moving easily once it's on a belt
