Last week I got a Shadow I and noticed the leather sheath doesn't have a hole for a leg strap in the bottom. Is there a reason behind this? It seems to me that the longer blades are more in need of a leg strap than the shorter ones. My Mark VI sheath has a rivet in the bottom.

Chris has the viewpoint that a leg strap on a sheath is more hinderance than help! If you are walking through any kind of brush then small branches, leaves, grass etc. get caught up in the space between the knife and your leg and it becomes a real nuisance.
All of our newer design sheaths have an eyelet at the tip but the purpose is to tighten up the layers of leather and increase the safety rather than to offer a tie down.
