Shaving Sharp Question

This may be a dumb question, but It's getting late and I've managed to confuse myself. If a blade shaves in one direction but not the other, which edge is dull. I'm thinking it's the edge on top when cutting that determines this, but I'm looking to confirm. thanks
 
The edge on top is sharp. Most likely, the very edge of the steel folded over to one side leaving it with a very sharp wire-edge.
 
If Dr. Buzzbait concurs, I would like to proscribe some mouspads and sandpaper and a Sharpmaker to be used as needed.
 
Another way to get rid of a wire edge is to slightly lift the spine of the blade to barely increase the angle, than lightly give a stroke or two to each side this will remove the wire edge completely without affecting the sharpened edge.
 
All hones do this to some degree, the edge will be bent to one side forming a hook, this is how scrapers are intentionally sharpened / burninhed. If you turn the blade so the hook faces towards your skin it will shave well, thus hone the side of the blade facing your skin to remove the folded over metal. Some blade steels are very difficult to apply a crisp edge as it just keeps flopping around. With those it can be best to leave the edge really coarse and save yourself some frustration, even if you do apply a nice clean edge, it will quickly roll in use anyway.
