Slow Speed Quench Oil

So, what are the slow speed (28 second https://www.mcmaster.com/#quenching-oil/=1c3642y ) quench oils used for? Are they for oil quenching air hardening steels? If so, what benefits do they convey over plate quenching/air quenching?

Faster quenching of parts with large cross sections. Tooling. Punches, dies, etc. Things that are too large to harden all the way through in air.

So, would that be air hardening steels then? Has anyone tried quenching steels like A2 in it?

I'm more curious than trying to re-invent the wheel, as obviously it has a purpose.

Yes air hardening steels. There's not much point to it for us because we're not quenching nearly the same thermal mass.
