Stag handles

I'm shipping out 10 pcs. of fixed blades to a friend of mine to California. My only concern is the handle of this knives are Stags ( deer horn ). I know elephant ivory is illegal, but what about stags? Are they illegal to import in the US

No, its perfectly legal. The only horn that is banned in CA are native species. I would assume yours is Sambar from India (99% is) so it should be just fine.
