what is it?

I have acquired some sort of an axe, the head looks sort of like a large cleaver. It is 5 inches wide at the handle broadening to 7 inches at the tip, and is a tad over 12 inches long. it has the numbers 9 27 and 11 which is impressed upside down next to the handle. the handle is about 1 1/2 inches in diameter and 19 inches in length. It appears that the metal goes clear down to the base of the handle. I may be able to get a picture of this thing later. Thanks for any input on this.
