How do I send a private message? I've tried searching and can't find anything.

You need to be a paid member to get private messaging.

You need a basic level of membership to send and receive them as well. I think that's how it works.

In my experience as a seller, most members without PM privileges leave a comment on my profile or share their email in the sales thread instead. It's worked fine so far.
