People frequently attempt to commit suicide by hanging themselves where I work. They are creative with their methods and put a lot of planning and preparation into their attempts. In a rash of recent suicide attempts, one spent six months planning their escape and was successful. I obviously can't get into details about who or how or why, but the fact remains that anything from dental floss to an underwear elastic band to a hoodie pull string can be used, even while lying down, even while someone is watching you live and from less than ten feet away.
When the moment comes and the noose needs to get cut it NEEDS TO GET CUT, right now. I don't have time to run down the hall, open the locked cupboard, and grab the extremely unsafe seatbelt ripper that I have available.
I would need to have an object of some kind that can cut through a noose that could be bound with copper wire, could be elastic, could be just a piece of cotton, could be thick or thin, may have a 350lb human being hanging from it or a 120lb human being in an odd yoga position lying in bed, appearing to rest. I would need to be able to deploy it in a moment. It could not be used against me as a weapon, even if you had twenty years to plan a method to grab it from me and fashion an improvised weapon with it.
What would you make if money was no object? A holster could be part of the equation, and it would have to be able to be used by anyone from a 25 year old wrecking ball moose of a man to a shaky, elderly woman.
Remember, anything can be taken away from you, so be careful about what you plan on using.
If the blade could be broken out and fixed to a handle, assume it will be, and that your absolute last choice of a person would have it in his hands three feet from your now disarmed person.
Assume the user of the noose cutter is a 30 year old, extremely thin and almost anorexic looking, seven month pregnant woman, and the hangee could be absolutely anyone, but would probably be very close to being unconscious.
