People frequently attempt to commit suicide by hanging themselves where I work. They are creative with their methods and put a lot of planning and preparation into their attempts. In a rash of recent suicide attempts, one spent six months planning their escape and was successful. I obviously can't get into details about who or how or why, but the fact remains that anything from dental floss to an underwear elastic band to a hoodie pull string can be used, even while lying down, even while someone is watching you live and from less than ten feet away.

When the moment comes and the noose needs to get cut it NEEDS TO GET CUT, right now. I don't have time to run down the hall, open the locked cupboard, and grab the extremely unsafe seatbelt ripper that I have available.

I would need to have an object of some kind that can cut through a noose that could be bound with copper wire, could be elastic, could be just a piece of cotton, could be thick or thin, may have a 350lb human being hanging from it or a 120lb human being in an odd yoga position lying in bed, appearing to rest. I would need to be able to deploy it in a moment. It could not be used against me as a weapon, even if you had twenty years to plan a method to grab it from me and fashion an improvised weapon with it.

What would you make if money was no object? A holster could be part of the equation, and it would have to be able to be used by anyone from a 25 year old wrecking ball moose of a man to a shaky, elderly woman.

Remember, anything can be taken away from you, so be careful about what you plan on using.

If the blade could be broken out and fixed to a handle, assume it will be, and that your absolute last choice of a person would have it in his hands three feet from your now disarmed person.

Assume the user of the noose cutter is a 30 year old, extremely thin and almost anorexic looking, seven month pregnant woman, and the hangee could be absolutely anyone, but would probably be very close to being unconscious.

What would you use?
 
All I got from that is an anorexic pregnant woman. Someone should talk with her before she tries helping out someone else.

Those scissors that advertised by cutting pennies.

I think a steel one piece seat belt cutter with an enlarged slot. Kind of like the Benchmade Rescue Hook 5 but with a bigger slot and the hook turned back even more (so it can't be used to "hook" someone). You could even have a short T bar handle instead of a finger slot. Short so it can't be used as a Kubotan.
 
I'd consider EMT shears personally, I think they would cut more things than a knife, and be less dangerous when used as a weapon. There will always be materials that need specialist equipment to cut though e.g. steel wire. Anything can be used as a weapon though so give your own safety priority over that of a criminal.
 
I would use a branch cutter. The ones with 2 foot handles and a scissors like blade about 3" long. Some of them have a 'blade' that curves at the end and could be slid under the noose material without much risk of cutting someone. The long handles will give a lot of leverage and should be able to go through light wire. If it was taken from you its not razor Sharp and would most likely only used as an impact weapon. They wouldn't be easy to carry around but I assume these people would be locked up and are cheap enough they could be put in multiple locations, possibly in a case like a fire extinguisher.

Something like this would be my suggestion. Anything large enough to get good leverage for tough materials, e.g. copper wire, zip ties, etc. would be too large to be safe in an attacker's hands.

This has a blunt face that can get in and around the material without causing any punctures, has a large enough diameter, and offers at least a little leverage. All the pieces are small enough that using it for parts wouldn't offer too many options, unless it is for slicing off fingers, or other appendages.:eek: Just snap off the extra accessories and you should be good to go.

EMT/Medical shears. $4-6 each and they can cut rough cloth, leather, cords, braided wire and sheet metal. Best thing is that you probably already have them available.

that's what I have, but you could rip a nose, ear, finger, or whatever else you got ahold of with it.

I was thinking more of a thin titanum carabiner with a short cabon steel blade setup that would be too skinny to catch an ear if things went south.

Just brainstorming.

EMT shears would be totally out of the question.
 
Yeah if you might have to content with wire then shears are probably the way to go.

Heavy duty scissors of any kind. The aforementioned trauma shears, shop snips, cable cutters, or aviation snips, or if you're really desparate, long handled (2-3 ft) pruning loppers. Just make sure they're sharp so they can cut cleanly through softer materials without bunching up.

The OP doesn't want the tool to be taken away by the "suicide" and used against the rescuer.
 
Benchmade Rescue 5 or 7. The cutting edge is so far recessed in to the cutout slot that it would be extremely difficult to actually hurt someone with it. They also have finger rings instead of standard handles so they're difficult to wrestle away.
 
What about the ZT shroud cutter? The bad thing is that when a cord or similar object is used around the neck for strangulation, it pushes the surrounding skin outwards. In other words, the material gets sunken into the skin and sliding a sheepsfoot blade, scissors, or a shroud/line cutter would be almost impossible. The more weight or downward force that is applied the deeper the cord gets.
 
After looking through the local knife shop's online catalog, the thing that I found that would work BEST, although given the situation you're describing nothing will actually completely fulfill your requirements, the Nov8 ResQMe Keychain Rescue Tool would be the best bet.
