I was so hoping it’s 14C28N or NitroV instead of D2, especially at that price.

Indeed. It's not just that I'm not a fan of D2. Nitro-V and 14C28N are just so much better in a fixed blade. They have excellent toughness and are actually stainless.

Overall, I prefer 14C28N but I'll still consider a fixed blade in Nitro-V. Seeing "D2" on a fixed blade just saves me time by telling me not to click on it.

And if the price point is right, D2 is still a competent steel. It’s a mix between better available materials and price point.

The ARATRA (which I’ve very much been looking forward to) has an MSRP that’s $220+.

At that price point, I want/expect a MUCH better steel. Factory price of a Bradford Guardian5 in CPM-3V with machined G-10 handle scales is $230. That’s not on sale or discounted.
Even at 10-15% less for street price, I just can’t justify spending $200 on a mid-sized D2 production fixed blade (unless there’s something very special that helps justify the price tag).

I don't mind D2 on a cheap folder. This is different though, both as a fixed blade and an expensive fixed blade.

I had the same problem with their "Teton Tickler", which currently goes for $219. Forget the Guardians in 3V, MagnaCut, M390, etc. You can get Guardians in N690 or AEB-L for a lot less. AEB-L has better corrosion resistance and is much tougher than D2, whereas N90 is much more stainless.

Another thing to consider is that Bradford is an American company and seems to get a good heat treatment. While I've raved about WE's excellent heat treatment on 9Cr18Mov, their treatment of D2 (and super steels) is not as highly regarded.
 
I just shared this in another thread here but let me put this into context. Kubey offers several fixed blades in Chinese D2 at less than half this price. Take a look at this one from today's carry. The street price is only $56. I'd be surprised if the edge retention on the Civivi fixed blades in D2 was significantly better.

That's the thing. Chinese D2 belongs in cheap knives, like folders in the $30-50 range or fixed blades like this one. At $135, I'd expect the Maxwell to be running at least Nitro-V or 14C28N.
