1095 blade finishing problem

I have made a couple of 1095 blades and while sanding I seem to keep coming across black specks that seem to be embedded in the steel.I'm wondering if this could be large carbon particles or other impurities.Has anyone else experienced this problem?BTW the steel is 1/8" Jantz quenched in tranny fluid.

Could it be pits from the heat treat? How are you preventing scale? I used to have trouble with SS blades pitting when my heat treater was using Turco.
