1095hc vs. D2

There is no best steel for knife blades.. there is only best for the particular intended application of said knife. First ask what kind and size of knife, and then what you're going to be doing with it. If you're chopping trees down, it's an entirely different answer than if you're carving intricately or shaving your toe-hair.. Once you know what you want to do, some recommendations can be made.
 
There is no best. Everything is a trade off. You have to figure out the balance of attributes you want for your intended tasks and keep in mind the price you're willing to pay for the knife. If you want a custom in 15v it's going to cost way more than a production knife in 1095.
 
I agree with mgysgthath. It all depends what the intended use for the blade is. In my experience, D2 is more rust resistant but not as tough as 1095. D2 will also be harder to sharpen than 1095 but will hold an edge longer as well.
