14oz very small german hatchet made by PIC

Came across this poor little used and abused little thing, I am guessing a scout hatchet. I will clean her up put a new edge and grind off all bent over portions. If it is a scout what length handle did the have?


 
I have 4 vintage Boy Scout hatchets...they all have 14 inch handles on them. House Handle . com has their premium handles in stock.

What years were those made? As I have a PIC knife, with a 7" blade and stacked leather handle. What steel do you think was used for them? Thanks, DM
 
PIC evidently stands for Precise Import Company, of Suffern NY, USA. Established in 1954 according to Bernard Levine (pages 70-71 of Levine's Guide, 4th Edition). They must have contracted with a company in Solingen to make these hatchets (similar to hardware distributors in the USA contracting with Plumb or Mann, for example, to make their private brand axes).
 
Well I did a little vinager soak and the temper line came almost 2 inches back and after sanding blade is smooth, I will keep working on it.
 
One thing I forgot to mention and did not take a pic of was the blue paint on head and inside the eye.

The edge is now 1/16, should I continue to file closer on both sides or start main edge now? I do not want to ruin the little suckers chance at a good edge and I am no edge master by far.
 
The finer the edge (ie overall slimmed-down) the easier it will be to chip, curl and/or dull. If carving is your bag then go to town on it, if using it for outdoor recreation (ie chopping) don't be in any hurry to give it a vulnerable knife-type edge.
 
Thanks for the response, went with convex edge. Going to put factory handle on it and call it a day.
 
Well here it is with a hammer handle, not what I wanted but all I could find locally.
