1960's puma hatchet staining

Hi all trying to remove this staining without ruining the finish on the hatchet cause its otherwise in great condition. Any ideas? BTW flitz didn't touch the staining.

it looks like minor staining as far as i can tell, a polishing wheel would do...

Thats what I thought but flitz with elbow grease didn't get it out so I'm stumped

I don't think so its highly polished.
