2 serialized signature series? How limited is limited??

In the description one clearly states that it was a club knife, with a members number engraved on (#282) and the other just gives a description of the knife and the serial #s. I would guess it first came out as a Limited Edition 1 of 1000 made and the other was a build out offered to club members. I don't keep records of special projects and build outs but I would bet I'm pretty close.
 
What makes it a build out then?
I thought build-outs were made out of left over parts from other projects, but this is simply the exact same knife. So it seems to be more of a leftover stock.
I don't think selling the leftover stock as a limited edition of just 47 made does the run of 1000 do any justice don't you think?
Shouldn't they have just sold them non-serialized knives in the specials on their website instead of creating a limited run of 47 which is not so limited as it seems?
 
Like I said, It's just a guess, But Buck does some strange things and never throws anything away.
