3/16 belt clip screws

Hey all. Just started with kydex and I actually really enjoy it. I make smaller (7.5in OAL) edc typ knives and like making pocket sheaths.
I got the metal clips and hardware from knifekits.com, but the 3/16 screws that they said will do this wont tighten all the way down. I had to go get neoprene washers to close the gap and even when the screw is tight the clip can still spin.
Any tips? Here's a pic of one of my sheaths.

If you don't wanna grind the screw down, you should be able to pick a shorter one up at a fastener or hardware store. Thread should be 8-32.
 
There's really no such thing as a 3/16 screw. A #10 machine screw measures about 3/16". They come in two common flavors, #10-32 and #10-24. If you try to thread a #10-24 screw into something that's tapped for #10-32, it will thread in a turn or two, then stop, and vice versa. I suspect that's what's going on here.

Best bet is to just take it into your local hardware store and paw through stuff until you find the screw that fits.
