Okay... subject explains all, I do know some places where I can get them in the range here is what I am looking at:

-Spyderco Police (SS or CF)
-Spyderco Endura
-Spyderco Military
-Buck Strider (drop/spear point)
-Benchmade AFCK
-Benchmade 710
-Benchmade 551 (I have a 556 and damn love it)
-Emerson CQC7 (if I can find a Drop-point model)
-Emerson Mini-Commander

Any other suggestions?

I have a couple of suggestions. :)

www.bladeart.com has the Blade-tech Wegner for $94 in g-10 and $119 in carbon fiber.

You get a S30V blade, dual nested liners, and one awesome knife design.

Well, you can cross the Police model off your list, as its' blade is a little over 4 inches long. The Endura is right at (or slightly under) 4 inches, and would be a great choice, at way under your price range.

Choosing among your listed models I would be hard pressed to make a choice between SPYDERCO Military and BENCHMADE AFCK for outdoors use.

For urban carry the matter is somewhat clearer – BENCHMADE 551 Griptilian is my daily carry for more than 1,5 years.

Wow, right!
I have this one, I like it and... I continuously forget it – no ideas why :(
But, really, this is very sensible daily carry knife, comfortable to carry and use, right sized to fit practically each peaceful daily cutting task, classy looking and bystander friendly, you can’t go wrong even carrying it being formally dressed.

If you go with the Herbst be sure to get the VG-10 blade version made in Seki City. The older ATS-55 version is not quite on par with the VG-10. I used to have a VG-10 but sold it to help fund my second small Sebbie. The Police would also be a good choice as would the Benchmade Grip'.
