3 or 4inch fixed hawkbill?

I'd recommend contacting a custom maker. There are lots of talented makers out there who would be willing to make one according to your specs.
Choose an inexpensive, serviceable low-alloy carbon steel like O-1 or 1095, get a skeletonized handle you can cord-wrap, ask him for a bead- or sand-blasted finish, choose a simple sheath or make your own Kydex scabbard and you'll have a one-of-a-kind custom knife that'll run you less than a high quality production knife would cost, probably around $120 to $150, maybe even less.

The Tukan might be something you'd be interested in. It's little pricey though, if that's a consideration. I'd love to have him make me a few blades (or several dozen :D ) but I'm a little too broke right now :(
 
I tend to recall that Mineral Mountain Hatchet works makes one, but it might be larger than requested. may be worth a gander anyhow...

If you are looking for something very inexpensive that cuts and that you can thrash, a linoleum knife from the hardware store is pretty useful.

Calophon cutlery , maker of low to mid grade kitchen cutlery, has a short hawkbill paring knife, and a larger version with a wood handle. Bed&Bath, or a place like it should have them. also try home depot for linoleum knives or carpet knives. I've been looking for the same style and I've had good luck at places like these, for fixed blade hawkbills for using or self defense.
