I saw a cleaver made of 3C13 stainless. would it be a suitable steel?
would it retain an edge?

per CRKT's website 3c13 is similar to 420J2:

An excerpt from Joe Talmadge's steel FAQ: http://www.bladeforums.com/forums/showthread.php?t=368828

"420 and 420J represent the low end of stainless steels. They are very
stain resistant, and are tough due to being very soft. However, they
are also very weak, and not very wear resistant. Generally speaking,
expect these steels to lose their edge quickly through abrasion and
impaction. They are used in less-expensive knives due to their ease
of machining..."

420J2 is at the upper end of the carbon content range for 420J.
That is, it has .3% carbon instead of the standard callout of .15% commonly associated with 420J. As such, it should have somewhat better edge retention properties than those commonly associated with 420J. It still would not be in the class of even 420HC, though for edge holding.
