A 4inch folder vs a machete is a pretty tough situation : you lose in terms of reach , cutting power , sheer force (even a blow with the back of the blade can be very dangerous).
The only realistic chance you have , if you have not any training is to sidestep the attacker and to stab him when the blade goes after you. By the way, just one or two lessons with a boxing trainer, martial arts instructor sould be able to teach you the way to do this.
from ten..train hard and keep it cool.
 
SYK, you've actually address 2 situations. Riots and short blade vs long.
I've seen a riot where a short blade scared off a person with a large stick. There's also a few good books on riots.

 
How about throwing something into the BG's eyes (sand, ground pepper, etc.) so you can close the distance safely. He can't hit you if he can't see you

In my training, we often include drills against an opponent who is about to draw his longer weapon while drawing my own weapon. I found it to be quite easy (most of the time..) to rush the attacker and cut his arm while he was in the middle of drawing. You can also try to use your live (empty hand) to block the drawing hand and cut/stab directly (to the face, neck, shoulder, wherever). Of course you would need to follow up with something that keeps your attacker from continuing with his other hand or fighting you in some other ways. A ´cut drawing hand - cut other hand - stab thigh/cut leg tendon - backoff´ combination would be an example.
The rushing strategy works especially well against people who don´t have developed the right feeling for fighting ranges (too near while drawing) and quick-drawing.
In in a rioting mob though, most people will already have their weapons in hand, I suppose. Generally, it could be useful to get as close as possible, because a machete/long weapon is difficult to handle in very close range, while you can use your short weapon more easily. As maxegb said, try practicing an evasion move quickly followed by an attack. An untrained machete wielder will often exaggerate his movements, swing wildly at you, and when missing, will have problems with controlling/stopping the swing to follow up. This could be your chance to close the gap and attack.
Using other weapons or distractions (pepper spray, sand, carrying bags, backpacks as shields, marbles to annoy attackers running after you etc.) is a good idea. Train with them, and make sure you have them on you when you need them.
To be succesfull with the "rushing a drawing opponent" strategy, you need to be very fast with your own draw. You can also practice carrying your folder covertly in your hand, or even opened but covert.

You need to consider several things. How is the machete being held? What level of aggression is the machete man at? How big is he (strength and speed considerations)and what experience do you have?

If he is standing still holding the weapon and you have experience, you can draw his fire and rush for the kill. If he is in motion his reaction time is speeded-up considerably and another tactic is called for.

This situation pretty much boils down to skill at entering. He's got the reach (3ft.6in. more than you) and unless you can succesfully run away, you are going to have to close with him. He wants you at his full extension range, where his swing has full power. You want to be inside this, cutting him and avoiding or deflecting his cuts.
Simple drills are to have an attacker with any four foot long training weapon, short shinai, plastic pipe, padded stick etc. take swings at you. Dodge for while and see how the BG moves, trying to spot openings and dead spots in his swings. Have him make the semi-educated full swings you would expect from a serious but untrained attacker. Next step, try to deflect or re-direct his attacks away from you, while staying in range. After that try to your deflections while entering and touching his torso. Final step is to try and deflect, enter, strike and keep his weapon arm trapped or controlled. This is relatively easy to practice as all you need is someone willing to swing a stick at you.
One of my students does medical flights part of the year in Central America and we worked this program a lot as he was concerned about the frequent attacks on 'rich, white people' (although he only qualified on the white part). He got attacked by an axe wielding native, who wanted his medical supplies. As he so proudly told me when he got back "The guy got one good swing and then I took him out!" Which is exactly how it should work for the good guys.
