4 MOLLE Back?

Hey all,
Quick intro - I have recently rediscovered my knife interests (guns are getting too expensive!!) and was immediately drawn to the ESEE line. I finally purchased an Izzy and an ESEE-4 and am very, very impressed!
They have certainly re-kindled my desire to get out and play like I used to.

However, I got the MOLLE Back, and am a tiny bit curious as to its design...
It is quite obvious that the intended use is for packs, etc. but I figured the loop at the top was for belt carry.
I was surprised to find velcro inside the loop.
Any specific reason for this? It makes it sort of bulky on my Wilderness 5 Stitch.

I also thought another piece of webbing placed here:

would maybe help snug it to the belt? Feed the strap under it and the loop is smaller.
Maybe I am missing the point though...

A lot of times the extra velcro is to help it stay in place on a belt. It works quite well on webbing belts or on police duty belts, which I understand have loop backing for the hook to grab on to.

I feel really dumb asking this but I've been confused by the same issue, so the belt loop is the loop with the velcro in it, correct?
 
I had similar thoughts when I got my first MB with my 3MIL. When wearing a belt that is 1 1/2" or wider (as all my belts are, including a Wilderness 5 stitch like the OP) I start to run out of velcro. Well I guess I should say the velcro is just contacting my belt, it doesn't stick together.
 
I got mine on Monday and was wondering the same thing. Thanks for asking as I was wondering if I bought something I wasn't going to get to use how I had hoped. The back for the 5/6 is more obvious for belt use. All this Molle stuff is confusing and new for me.
