Rotor: I have answered this question before, but feel a detailed answer is warranted again, as I found some difficulty in the former search path I recommended. Here's what to do:
First, go to Principal Metals Online. Here's the URL: http://208.209.200.172/
Once there, start your search. You might be misled (as I was) and search carbon steels. You won't find anything there. Trying again with alloy steels, bingo. Here are the chemical data, the rest of what you want is on the site as well.
Carbon 0.28 - 0.33
Chromium 0.8 - 1.1
Manganese 0.7 - 0.9
Molybdenum 0.15 - 0.25
Phosphorus 0.035 max
Silicon 0.15 - 0.35
Sulphur 0.04 max
To answer your original question, is it a high carbon steel, well, the criterion for high carbon is generally held to be over 0.5%, so technically the answer is no. This is a low carbon steel.
