Does anyone know if Victorinox makes a 91mm model without backside tools?

Yes and no. The Baker is a 91mm single blade, no back tools, but it is not the standard 91mm frame.

Probably not good for your custom build, but their are a lot of 91mm Vic's sans back tools in Alox form:

Only small problem with that is the Alox versions are 93mm, not 91mm. I think he was after a full back scale instead of one with the corkscrew/Phillips cutout, which as far as I can tell is not available.

Not a big difference, I agree. Until you try mixing parts, anyway. Then a couple of millimeters becomes a pretty big deal.
