When you send someone a visitor message, do they get the same notification pop-up when they log in as you get with a private message?

I also would like a bit of clarification on deal spotting. I know that I can't post "Hey looky here, Knife-O-Rama has a smokin' deal on a deathdealer 3500". But if someone is looking for a piece of gear, can I post "www.gagets-R-us.com has what you are looking for"?

No, you get a "Notification" that you see in the upper right-hand corner, like when you receive a Friend Request.
