I have a few old Peugeot Freres tools but the stamp is always a complete lion. This must be something else. There should really ve an extensive image database with old tool markings as I would also like to add this once identified.

The staff of Maison de l'Outil et de la Pensée Ouvrière in Troyes France has been looking into this and pouring over old books trying to find it.
They have spent more time than I would like them to, for fear this exhaustive search is going to use up all my credit with them and I won’t be able to cash in a favor when I need one. LoL
But they are still on it and requesting better photos....

The mystery is solved and the main twist is that the seller knew that the axe was from France, but it actually got there from Germany probably because the logo is a Border Collie and the manufacturer was Werner August from Cronenberg, Germany.
