A little confused

I have been reading the forums and i now have a good idea of what the laws are but i still have some questions. One; if the knife is not considered a weapon, does it still have to be shown. Example, if my knife is a tool, what happens if i get caught and its in my pocket and can't be seen.
Two; if the knife is a weapon and it isn't covered and you can see it is it still legal.

So people know i live in Toronto Canada so that mey effect laws (no length limits), Thanks a lot for the help.

Ps. Does anyone have info on flash lights that have enough light to blind or temporarity blind people, and if so where can i get them and how much do they cost/
Pss. Is a 3 1/2 folding knife for $ 10 a good deal?
 
Don't know anything at all about Canada's laws, though I'm sure there are folks in your area that will be able to answer your questions there.

PS - Blind? Not really, but you can disorient someone severely with a bright light. Surefire is the main light in this category, and with the G2 most anybody can afford one that's fairly decent these days. I've gotten both mine for less than $30. Check out Flashlightreviews.com for more info.

PSS - Good deal? It's probably a good deal, but only for a utility knife. Good knives on the whole are going to cost a smidgen more than $10 bucks. I've got some knives I paid less for, but they're not in my EDC lineup and they're strictly regulated as to when I carry them and what they can be used for, for safety reasons. .
