A little help

Ok I'm new to the knife and sharpening scene and need some help. I just got a MORA HighQ Robust and it is a nice knife and very sharp. I sharpened up crappy little $10 Frost Cutlery folder and got it to cut paper smooth but you can see fibers on the cut like its not quit there yet. I sharpened it with a VERY old Buck Arkansas stone like this. However mine is kind of reddish/brown and comes with a tin can of honing oil(which was gone when I had it given to me). So I'm curious am I as close as I'm gonna get to MORA sharpness with that type of stone or am I doing something wrong? Thank you!!!
 
Woohoo!!! Thank you everybody for taking time to read my post. However, practice makes semi-perfect. I sat down and took my time and flipped the burr 3 times and did 10 passes on a leather belt and the edge is MUCH better. Last time I just got a burr on both sides and quit so that was probably my problem.
