A new Sabatier from old?

I have purchased a vintage high carbon Sabatier 4 inch Nogent chefs knife blank - not ground or worked in any way. I have a Sabatier chef's whose blade has been ruined by an odd attempt to modify it's shape, but with excellent handle. I'd like to marry the blank and handle to make a new knife. It's not something I'd attempt, but I wonder if there's someone who could do this work? I'd be glad to know. Thanks.
