I have read that the people of Tibet practice a code of non-violence and have done so for more than a thousand years.
So, who made these things known as "tibetan swords" and why?

Peace happens when you are well protected from your enemies. The notion that you achieve peace by prostrating yourself is a crock invented by enemies of the state, and embrassed by idiots.

I would hesitate about romanticising the Tibetan culture too much. They've had their shares of robbers, conflicts, unique methods of torture and execution, etc.

They've also reached great heights in religion and philosophy.

Up to the time when buddhaism spread through Tibet. It was a place not like the times of Mongals. War torn.....just like 1500's in japan.

Historians are still puzzling about the abrupt change from total aggressiveness to peace in such a short time span.
