A really simple knife I'd like to see...

I wish some company would offer a small, simple, lightweight lockback with a blade made of good qaulity steel.

Something like a Buck 425 or Gerber LST with a blade made of 154CM would be perfect.

Sometimes I need a small, light knife but I don't want to sharpen a crappy 420 blade after cutting a couple pieces of cardboard.

The Delica is a totally different size/weight class from the 425 or LST. It's the same weight and lenth as my Mini Grip.
 
A.G. Russell 3" lockback in titanium or carbon fiber. VG-10 steel, both weigh under 1.0oz, both under $50.
 
Fallkniven TK3c? It's the closest thing I can think of the LST with better steel.

Benchmade Griptilian comes in CM154. Great knife. Axis lock, tough as nails, light, practically corrosion proof.
 
The Al Mar Hawk or Falcon fits your size requirements and I got to imagine their AUS-8 is better than 420something.

I don't have experience with either just thought I would throw them out there.
 
I have both of those. Al Mar does a fantastic job with their AUS-8 steel. That plus their cutting geometry makes them excellent slicers. They are so thin and light, they literally disappear in your pocket.

Check out some of the KBar Dozier folders, they are nice lockbacks for a great price.

Queen Cutlery uses D2 and makes at least one lockback. It doesn't look like the one I saw is too heavy
