Account creation rejected?

Is there anything in the software that results in account creation being rejected? I’m asking because someone I know has tried to create an account recently and when they tried to login they got a screen that stated “your account has been rejected”.

There are a number of things, (which I can't enumerate), which would lead the software to reject an applicant, and sometimes it sends the info to a moderator for review. Depending on what the issue is, it will either be allowed or rejected.
