AccuPro Chinese mfg hardness tester question

Just picked up one of these. I'm sorry, but the instruction manual may have made sense in Chinese, but they're gibberish in English. I purchased it used from another maker's estate sale.

Only dumb questions are the ones not asked. One, I put a test block on, turned the anvil up, did the preload, did the load lever, did the unload lever. Now the main screw won't go up or down. Do the levers have to be in a certain position to enage the screw? I'm sure I'll have more questions as I get this thing slowly figured out. Thanks in advance for the help.
 
After further reading, will the unit being low on oil cause this problem? What kind of oil does it take? Manual simply says "machine oil." The dial turned quickly when I applied the test load, which is supposed to indicate low oil. Will more oil solve both issues?
 
I believe I have the same hardness tester. No the levers do not have to be in a certain position to raise/lower the testing platform. Sounds like it just might be stuck, persuade it in the nicest way you know how.
Any good gun oil should work or wd-40 to lube the screw.

Interesting. The spoked wheel spins fine, just nothing happens. Maybe a whack with a wooden mallet?
