Does anyone have any idea how this is to be used. Where to clamp the blade etc? I Googled for a manual but no luck.

Seems like the bottom piece or stand may be missing? The bottom has roller skate like wheels like you would crank the entire unit across a track.

Any info would be appreciated as one is for sale in my area. Think it could be handy for all blades but not completely sure how it works.

No clue how it works, but if it is a good buy, and you can use any of the parts, like the motor for instance, get it and be the first on your block to own one. :D

That looks like the top / motor portion of the old Acme unit for reel mowers. IIRC that portion sits atop the other half of the unit. There is a video of one being used on You Tube. Expert Village channel I think. I know the videos were made at Carson's Saw Shop in Eugene Oregon.
