I'm having trouble returning your mail so I'm going to post my response here. I hope my mention of specific $ doesn't offend anyone:
You should have access to a drill press, cobalt or tungsten carbide bits for Ti (HSS bits are do-able, but they should be fresh and use plenty of cutting fluid), #51 and #44 (? not sure on that number - it's 0.0890" diameter) a center punch, a tap wrench, and a 2-56 taper- or plug-style tap.
To attach the clip at the butt end (tip-up) I'd take the knife apart to drill just through the Ti first. You will use the clip as your guide for hole placement. Tape the clip firmly down against the liner in exactly the position you want it to lie. Mark the holes with the center punch, or alternately by drilling through the clip holes with the 0.089" bit just enough to dimple the surface - DON'T drill a hole, as this is too large a diameter for threads. Remove the clip. Drill these three positions with the #51 bit, using low speeds and lots of fluid for Ti. Now re-attach just the scale, turn the piece over, and drill back through the holes in the liner and through the Micarta. Take the scale off. Redrill the scale holes to 0.089" to widen them - these will not have threads, but allow the screws to pass through them (a 3/32" bit will work, but is a little oversized). Tap the holes in the liner to fit 2-56 screws. Care is needed with such small taps, as they break easily. When resistance is first encountered, back the tap up 1/4 turn to clear chips, then proceed one turn, back 1/4, one turn, back 1/4, etc.
To attach the clip at the pivot end (tip down), use the same technique but drill the clearance holes in the bolster rather than the scale. I don't recommend threading the bolster itself, as this would direct any forces from the clip towards pulling the bolster free of the knife.
I'd ask $15 to attach your clip to the knife and ship it back USPS with $100 insurance. For $20 I'll use one of my own Ti clips, which would let me shape it a little more nicely to the knife and anodize it to match. My shop address is:
