Advice on cleaning small scuffs

I bought a used fixed blade carbon steel Blackjack 1-7 knife
Not in bad shape but has some scuff marks in various places (near guard mostly)
What are the best ways to clean those up and bring it back to great condition?
I have a dremel , my bench grinder's buffing wheel seems a bit rough for that

Try using Flitz first...I've used it minimize surface scratches and it won't damage the knife.
