Yes, you have to be 18 to carry a knife in California. You also have to be 18 to purchase one...multitools and SAKs included.

So to clarify, it is LEGAL for minors to own(what about carry? There's a difference right?) legal knives(no over 2"blade automatics, switchblades, etc.), correct?

however, you need to be aware of city and county laws which often restrict minor possession and carry of knives.
ryts100, both possession AND carry are legal for minors. To be concise, there is no age restriction for anything with regards to knives, period, for state law.
Now, local law for the locations you mentioned:
Santa Clara (city): No knife laws. You cannot possess a firearm without parental consent, and it is illegal for an adult to give a firearm or air gun to minor without parental consent.

So, it appears you more or less fall on state law only. And state law has no age restriction for possession or carry of a knife that would otherwise be legal for an adult to possess or carry. In summary: Fixed blades must be open carry. Folders of any length may be concealed. Automatics and balisongs must have blades less than 2".
