Airport restrictions

I was wondering if anyone could help me with something i'v been thinking about. It is my understanding that you can carry a 4" folding knife on a plane but not one thats serated.....why not?
and does the whole 4" policy still hold for fixed blade knives? (i carry a 4" custom sgian dubh)
